DISTINGUISHING CHARACTERISTICS:
The Solid Waste Operations Superintendent is a management level classification responsible for the management and direction of subordinate staff within solid waste landfill operations. Incumbents oversee staff in the operation of the District’s landfills, related on-going environmental and regulatory compliance activities, equipment, and facilities maintenance; performs reporting and budgeting tasks as well as provides technical expertise in the development of policies and service delivery plans.
SUPERVISION RECEIVED:
This position receives direct or general supervision from the Director of Operations.
SUPERVISION EXERCISED:
The Solid Waste Operations Superintendent provides direct supervision to technical, maintenance and administrative support staff.
ESSENTIAL FUNCTIONS:
Duties may include, but are not limited to, the following examples.
- Plans, organizes and directs operations and maintenance of assigned sites; determines operations and maintenance schedules and priorities.
- Supervises, schedules, and evaluates solid operations, equipment, grounds and maintenance staff; develops, conducts and assists in on-the-job and formal training in work processes, regulations and safety.
- Coordinates the selection, orientation, training and evaluation programs for operations and maintenance division personnel; provides or coordinates staff training; identifies and resolves staff deficiencies; carries out disciplinary procedures as required
- Develops and implements special projects, operational change and new programs to improve operational efficiency and/or effectiveness to meet regulatory changes or to utilize technological advancements.
- Prepares narrative and statistical reports as well as technical or operations investigation reports; coordinates with representatives of regulatory agencies, contract customers and others on technical issues related to facilities operated by the District.
- Develops budget request submissions for areas of assigned operation; compiles budget information; monitors and directs operational changes to control expenditures; reviews, evaluates and recommends changes in charges.
- Reviews and evaluates operational logs to evaluate facility/equipment/employee efficiency, effectiveness and compliance with solid waste regulations; provides technical oversight for operations and conducts training in technological and regulatory changes; trouble shoots operational problems and directs corrective action.
- Coordinates work efforts between solid waste units to ensure operational needs are met; coordinates with representatives of other District staff to provide technical advice on operations matters, resolve resident complaints and other such matters.
- Assists in developing and implementing department policies and evaluating program performance by providing input on special queries, and by conducting special research/pilot projects.
- Perform related duties and responsibilities, as assigned.
EDUCATION AND/OR EXPERIENCE
Any equivalent combination of experience and education that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:
Experience:
Six (6) years increasingly responsible professional solid waste operations.
Two (2) years in a supervisory role involving regulatory compliance, operations planning and evaluations, training in budgeting, solid waste administration and management practices.
Education:
High School diploma or equivalent.
License/Certificate:
Possession of, or ability to obtain, a valid class C California driver’s license and a driving record acceptable for insurability.
Solid Waste of North America (SWANA) Manager of Landfill Operations (MOLO) certification desired.
Depending on assignment, a valid class B driver’s license may be required.

- Supervise facilities maintenance and repair activities.

WORKING CONDITIONS:
Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when inspecting project sites or landfill activities. The need to lift, carry and push tools, equipment and supplies weighing 25 pounds or more is also required. Additionally, the incumbent in this position works in all weather conditions including wet, hot and cold. The incumbent is exposed to fumes, dust and air contaminants at the landfill. The nature of the work also requires the incumbent to occasionally climb ladders, work in confined space, drive motorized vehicles and heavy equipment.
Pursuant to California Government Code Section 3100, all public employees are required to serve as disaster service workers subject to such disaster service activities as may be assigned to them by their superiors or by law.
