A State-of-the-Art Sanitary Landfill Under VRSD management, customers of the Toland Road Landfill enjoy state-of-the-art solid waste processing at the second lowest published rates in the state. VRSD was cited for Excellence in Environmental Leadership by the Ventura County Economic Development Association for its expansion and innovative operation of this 161-acre site located off Highway 126 between Santa Paula and Fillmore. Landfill Postclosure Maintenance Postclosure activities involve landscaping and ongoing maintenance of the Bailard, Coastal and Ozena disposal sites; irrigation and drainage ditch installation and maintenance; gas removal equipment installation; soil layer quality assurance; and certification. VRSD also provides groundwater monitoring for the Riverridge site. Postclosure is funded by the sale of harvested methane gas to the local electric utility and through funds set aside during site operations.
